I do agree that every house has this: a “popular” friend group that has more or less control of exec, pushes the image of the house (for better or worse) and is closer with the popular friend groups in older PCs. But this^^^ does not make other girls in the PC filler. A filler girl is someone the house takes to meet quota, is an all around average PNM, and usually just gets in by luck with no connections to the house. While these girls show up in every house, they aren’t common in highly selective houses. Houses like KD and kappa rely heavily on connections— the rest of the PC is primarily made of girls that know older girls
