For us we don’t technically have a first and second bid list... we have everyone ranked #1- how ever big we want our pledge class, let’s say 130! If every girl we want puts us first we get all 130 of them. If #50 puts us second and the house she put first has her above their cut off line she gets that house and she gets taken off our top 130 and number 131 gets the spot if she put us first ect ect In this way a girl getting her second choice would mean she didn’t make the cut for her top house and they got high matching numbers
