the first bid list is basically the perfect pledge class a house could want, this consists of all the house's top pnms. the second bid list is basically all the other target pnms a house wants. these ARE NOT set in stone. this is a way for a house to keep track of who they really want. tons of girls come through every year with nothing under their belt and end up in houses that had no clue who they were before hand.
