My guess is that it was a strategic move (as people have noted above) to try and make their PC more cohesive and avoid quota additions who would either only have DZ for pref if they kept them or would be too low on other houses bid lists (I’m assuming quota additions are why Theta’s PC was giant) I see the benefits of that plan, but I think it was an interesting choice because DZ barely had enough actives in the house to rush PNMs this year and I would think risking that happening again would be something they’d want to avoid. Especially because DZ (as with basically all the NR houses so no shade to them) has a decent chunk of girls drop each semester so imo they are not leaving themselves a lot of room for error when it comes to numbers
