There is no requirement for a fraternity to have a house on campus. Each national determines the requirements to receive a charter. Some require the chapter have an on campus house, some allow off campus locations. The university will only recognize a fraternity that is sponsored by a national fraternity, i.e. no local fraternities. The bigger, stronger nationals will never charter an off campus fraternity. There is too much liability issues involved when not under the university oversight. The smaller nationals looking to expand onto more college campuses are a little more flexible in requirements for chartering such as being off campus is okay, though they usually have a goal of getting on campus at some point.
