This past year, several girls pledged outside of where their sisters were IN house... i know it happened with an in-house Chi O legacy going KD and I think a DDD went KD too. The year before, in PC'16, KD and Chi O both lost a lot of very, very strong legacies to other OR sororities and it was pretty sad bc the girls were some of the top girls going through recruitment that year. In PC 14 and 15, KD lost legacies to Chi O and DDD.... AGD did well those years, but did not do well in 16. So, yeah, it happens.
