No! Every sorority is not required to take upperclassmen. A house does not have to carry any upperclassmen to pref if they don't think they are a fit. Upperclassmen quota only exists to help these PNM's by not having to compete with freshmen for the same quota limits and gives them a better chance. But no house has to take them.
