That was from a place me thread about an oos girl with an exceptionally high gpa (don't remember the number). And as some people have observed, AXO focused on grades for their pc17 to stay competitive academically. So if a girl with incredible academic stats walks in, they're going to notice her even if shes oos. But if AXO drops her, another really strong academic house is Theta. The house choices aren't based on stupid tier ranks, which are subjective, but on actual academic ranks which, to some pnms, are really important in choosing a house. Sure, she could maybe go APhi, but that house isn't going to help her reach her academic goals because that isn't their focus. So to her, Theta is a much better option because it offers what she wants.
