I would say yes. It is ESPECIALLY helpful for old row houses. I don't think anyone could argue with that. However, it can also be helpful at new row houses because if you are in-state you are more likely to know alums from UA. It is way easier for a girl from MB to get 2 strong IN-HOUSE recs for every chapter than a girl from Chicago or Massachusetts.
