All things being equal, a PNM will likely choose a chapter for the sisters, not the physical structure of the house, but when it comes to Theta, there's a stark difference in the house, which can influence the experience of the day to day lives of the chapter. Not as many sisters living in, not getting the highly marketed "greek row" mansion experience, it can be a deterrent. If it's only for a year while construction happens, that's one thing, but if it's indefinite, I'd view it as a drawback. I know my sisterhood bonding improved so much when we had our house my sophomore year, because we could all hang out there together and it was a place to call our home.
