No one is going to agree bc everyone loves their sorority. I would say many are best in different ways, but overall, axo and xo. Too many bad reps in the others and not enough involvement. It's not grades that separate these, but just overall organization and quality of girls. For sure, they have their duds but the good outweighs the bad. Instead of tearing them down, see what they are doing right. Both have highest rush returns, phi Mu too but they are just too petty to be considered tops in most books. You have to have substance.
