It's sorta like COB in a way. You hang out with them for a bit and then they vote. USUALLY they will let you in out of respect to their sisters at another chapter who obviously liked you enough to pledge you. They may not let you in if you are a grade risk or if you transferred for a reputation-related reason (was involved in major drama, caused trouble for your first chapter, etc.)
