I felt this same way last year when I pledged. I was obviously meeting new people but it was more of an "acquaintance" feeling rather than a "sister" feeling. My biggest piece of advice is to stay with it until initiation and if you still feel this way then drop. However, this is a two way street. You can't expect girls to just come up to you and ask to be best friends. You need to work yourself, you need to put yourself out there, you need to initiate conversations, you need to take people up on their offers to go shopping/go out/etc, you need to ask people if they're going out and if you can tag along, etc... Eventually you will find your group. If you're more of a shy person, this will be very uncomfortable but trust me you're going to wish you were more proactive during your pledge season.
