COB is not about killing it or not killing it during rush- it is about bringing a house to total. A house could be below total for any number of reasons including graduating seniors, girls who transferred etc... Bottom line is EVERY sorority participates in COB- just some don't advertise it- they will just quietly issue their friends a bid. Others will participate in a more formal way.
