General rule is no bars. That's just how it is. Y'all should have a swap almost every week first semester, which is a lot. And then y'all also have regular frat parties on the weekends. There really isn't a need for freshmen to be at bars. And date parties which are usually held at bars are held at venues that are 18 and up so y'all can get in.
