This is from someone who has actually done their research. These are the houses with the most top chapters. You can argue all you want because you don't like a certain house, but this is the truth. KKG/APhi/Pi Phi XO/DDD/DG Theta/KD ADPi/ZTA AXO/GPhi/DZ Phi Mu/SK SSS/AGD/AZD AOPi/AEPhi/SDT/DPhiE People for whatever reason think Theta, ADPi, and Phi Mu should be higher. Theta is one of the weakest houses in the SEC, nonexistent in the ACC, okay at some midwestern schools and western schools. The only place they really shine is in Texas, but still not as much as KKG and Pi Phi. Ivy Leagues also barely count because they all have like...3 sororities. You can't rank 3 houses, especially when they're all probably weird. ADPi is only relevant in the Southeast. Go north of NC or anywhere west of Alabama and ADPi barely exists. Phi Mu also only has top chapters in the South. Only the Deep South. They do not even have top chapters in SC, NC, or VA.
