Not true. Bid matching works off the PNM's rankings, not the chapter's. The system will first try to match you with your first choice. If you are on their first bid list, you're in. If you're further down the list, you will be matched with them only if they haven't yet made quota. Then, if moves to your 2nd choice and the process repeats. If you don't want your legacy house and are high enough on another chapter's bid list, you'll get another house. It doesn't matter if the legacy house had you ranked higher. Now if you do want your legacy, you're in luck as I think most (if not all) chapters place legacies at the top of the first bid list. So if you ranked your legacy #1, there is almost no way you wouldn't get a bid.
