You need to fill out the COB info form on Panhellenic's website. Panhellenic will distribute the forms to chapters eligible for COB (their membership number has to be below a certain cutoff to participate). If chapters are interested in inviting you to COB events, they will. Or you might not hear from anyone. It's an informal, private process. Your best bet is to get involved on campus this semester, make a lot of friends in sororities (keep in touch with the girls you met this week & in your dorm!) and study hard to get a high GPA. There seems to be more COB in spring after seniors graduate early and some members either transfer or drop.
