I think a big thing as to why a lot of alum don't want to write recs is just because it can be time consuming and some women feel that their helpfulness should only be given to those they know personally. Personally, when I was asking alum to write me letters I was nothing but kind and I was always very understand in my emails (I would say "if it's too much then I completely understand" or something like that)... But at the end of the day, most if not all sororities allow for recs to be completed online. The general rec consists of just basic information (name, hometown, grades, school, etc) and then a spot for some open ended thoughts. Which in my opinion isn't too too much to ask of someone. Obviously I'm still an active so I've never written a rec so I can't speak on behalf of whether or not they're a lot of work... But even if it is, I think that any alum who loves their sorority as much as they claim would be more than willing to help a girl possibly join her sorority.
