The above is correct in general but the strengths of the houses comes into play. If your favorite struggles to meet quota, you may still get it even though they ranked you low. But assuming all the houses are equally strong, you'd be most likely to get your second or third choice as these houses wanted you more. Your first choice will fill quota before they get to you. The house rank is the driver as noted above.
