The process doesn't begin with your list, it begins with the top list of the houses. Agree with the comment that it's hard to get in a house that ranks you low. You will come up first in the context of XYZ wanting you. Isince you ranked them low, you'd be set aside. You are not likely to "come up" ranked low on PDQs list. They will fill their quota before they get to you - your names comes up - since you are low on their list. If you "come up" on the RST list befor they meet quota. You will get placed there. Otherwise it will be back to XYZ. The house rank is the driver not yours.
