Absolutely true. If you are instate without connections, you are done. For in-state, those connections need to be friendly and need to come through. So many instate girls think they have connections, but don't have anyone really pulling with effort. It takes effort from the inside for an instate girl to get top OR (not AGD, KD). If you are OOS without connections, you have a chance if you are really outstanding.
