At preference I went to 2 NR and 1 OR. I liked all 3 but saw myself at the OR house. Yes I had 2 recs for that house but I didn't know anyone in the house. It's a big pond but I found opportunities and went for it. I'm in Jr Exec, ,HC committee, and was on HC dance squad, on multiple rush and house committees plus involvement with a men's sports team. All this to say that even if you're in a large, top house as a freshman you can be involved. You have to go for it and put in the time. You get out of it what you put into it. Yes it might be easier in a lower house but who knows? I had a great rush and a full schedule but I did get cut from 1 or 2 house that surprised me but I didn't dwell on it and just went with it. I am friends with girls in nearly every house. There's a reason UA is known for recruitment. All the houses have great girls in there. You'll find your group.
