Okay I decided I don't like my explanation so I'm trying again. PNM's wishes don't technically have preference but if say she is number 200 on her number 1's bid list, quota is 150, and only 130 of the girls above her had matched to the same house when her name was reached, she would get a bid. Otherwise she would move to her 2nd. Everything else I said is good.
