Yes, if you are 151 out of 150 on a house's bid list and that is the only house you preffed, you will still get a bid. You'd be a quota addition. But you'll never know whether you were 1 or 150 so it won't matter. The simplest way to think of it is this: If you make it to pref, you get a bid as long as you don't suicide.
