I feel like what they're talking about is that if a house cuts too many girls initially or they are a house that doesn't have the ability to be as selective because of their return rates they won't be able to make as many cuts as they want in later rounds if they want to make quota/ total. This means they basically get stuck with girls they'd rather not have, but would rather have them than COB/ snap bids
