If a legacy makes it to sisterhood it's pretty rude if they don't invite her to pref-- with legacies you're either supposed to cut her after philanthropy so she can focus on other houses or bid her. That said I don't know of any sorority that has that rule. However I do know most sororities have the rule that if a legacy attends pref she automatically goes to the top of the bid list. I think tri delt is the one sorority that has no rules regarding legacies-- they're not even required to invite them to the second round as a courtesy.
