I could see introducing a grade cutoff and maybe closing registration earlier, but trying to artificially cap quota and total would probably be a hot mess. Until three or four years ago, Ohio State capped quota at 25 and total at 100, no matter how many PNMs went through. It was mandated by the school because the administration is anti-Greek, and it did have the intended effect of keeping participation down because few girls saw the point in even signing up. Now that they've moved to quota and total, participation is going up and up. Ole Miss and State have started doing variable quota to even out chapter sizes and help the top houses get smaller. Lots of drama, of course. State is moving recruitment to the first week of school this year because so many PNMs packed up and left last year. On the other hand, Theta at Ole Miss got their best pledge class in years.
