COB can be used for any number of reasons. First and most prevalent is when a house is under total after bid day, which is approximately 8 houses every year because total is automatically reset to chapter average. Many of these chapters won't need to COB a significant number of girls, it could just be 7 or 8. Another example is in the spring-- say a house has a ton of early December graduates. This might put them under total and they can COB. It can be used if a lot of members drop but I wouldn't say this is the most common reason.
