Clearly you are either an AXO or a PM because the top top top PNMs do not pledge just those two, and some years those two don't get any of the 1%. The point is, there is not one or two houses that get ALL the top PNMs. They all go different ways. That's why you can't rank houses as #1, #2, #3, etc., because several houses get them. That's the reason for ranking by tiers or clusters.
