Um I don't think so. FERPA is more for grade/middle/high school. From my understanding, FERPA gives parents the right to view any school records about their child, including transcripts, schedule, report card, etc. I'm not sure if you even have to sign a FERPA document in general for college, but if you do, I'm sure it wouldn't be lumped in with the recruitment documents.
