If you have a rec from someone who knows you and vouches for your character, it's very obvious and will be considered. If you have a rec from someone who's a stranger, it's also very obvious and will be treated as have no rec at all. Quality recs DO matter. It won't gurantee you a bid, but it will make it much easier to give you a bid over someone without a knowledgeable rec.
