I think in almost every house if you are a legacy and you make it to pref they are required to put you at the top of the bid list, so she probably was at the top. But yeah if you don't get your first choice that means that their bid list filled up before your name was reached. So if quota is 60 and their 60th girl is number 80, and you're number 81, the computer will try to match you with your number 2 and so on.
