Chi Phi up because no one bothers dinging them and they have it wired to upvote themselves like once a week over long period of time so when website erases high activity periods, they rise. ATO gets more attention and more downranks steadily over time. They upvoted themselves 50 times over the summer and the website erased that period of time.
