Legacy requirements hurt some groups who can not totally choose who they want for their new member class. As a result the real rankings are: Tier 1: AXO Tier 2: AGD Tier 3: PM Tier 4: KD Tier 5: KKG (falling) Tier 6: XO (falling) Tier 7: ZTA Tier 8: AP No house is bottom since all of the groups can recruit such large new member classes. Face it...the old rankings that automatically give "old row" the top spots are not valid. It is all mixed up now. This is not 1950.
