I would put them ahead without hesitation. Beta & Delta Chi (+ EX) are traditional, affiliated houses in up cycles that are each 10 spots above ATO. ATO will be Sig Ep or Sigma Pi in 5 years. Pi Kapp is a solid house that should start an up cycle now that they stopped the bleeding.
