You can't rank pledge classes because every house goes after different girls. If everyone went after the same girls, then yes, you could rank them based on who got the most. But if Zeta got the girls they want, Phi Mu got the girls they want and AOPi did the same, does that mean they all got top pledge classes? The answer is no.
