Because theoretically (and it happens) PNMs actually can cut houses. If a stellar PNM gets asked back by, say, 15 houses after ice water, and she can only go back to 12, the bottom 3 houses that asked her back will be dropped from her list. It's more common in the later rounds like for pref when you go from 8 to 3.
