This is how SDT operates at a lot of campuses, but there are campuses where SDT participates fully and is successful as a regular NPC group. Of the groups not at Alabama, really only Sigma Kappa and Alpha Xi Delta can support chapters/colonizing here, but as it is a large investment, they want to make sure they will be successful. As far as I know, the hold-up is the house construction.
