Tri Sigma has NEVER had a chapter at the University of Alabama. They have a brand new chapter at Auburn, but very very few chapters in the Deep South. It's not that Alpha Xi Delta is "not allowed back on campus." AXD has been here twice and was treated horribly both times. I doubt they are interested in returning. Mostly likely Sigma Kappa will return once the fruit basket turnover of construction is done. I understand that the only reason they withdrew last time was because the chapter themselves voted to return their chater.
