Sorority Foundations have scholarship money members can apply for (just like other scholarships it takes work to apply and you have to meet criteria). These are for school though, not dues or housing. But if you are paying less for school the idea is you can still pay for housing or dues. My nationals also have emergency scholarships that you can apply for... Say there is a death in the family and a girl may have to leave school due to reduced funding from her parents. In all cases you have to be a member first. Nothing is free.
