^^^ as noted your logic is fuzzy. Also a large majority of oos qualify for scholarships so speculation that oos tuition is "too much" along with Greek fees causes people to transfer out is a broad over generalization. Do some oos students transfer home, just as some in state students do, sure! Also a number of students, in state and oos, aren't able to make grades and have to leave. So yah, stuff happens, but you have linked this to return rates etc... In ways that make no sense.
