Panhellenic sets a number called chapter total. It is a average figure based on the total number of members of each sorority. The sororities turn in their numbers prior to recruitment. The numbers are averaged to get TOTAL. Chapters below total can take in more new members by getting quota additions. Those are girls who have gone through the system and have accepted all of their invitations but did not match. SOOO smaller chapters end up with larger pledge classes. After recruitment a new chapter total is set. Chapters below this number can participate in COB. During recruitment there are two quota figures. Freshman quota 134 and upperclass quota 12. All chapters attempt to fill freshman quota, but some chapters do not chose to fill upperclass quota.
