No matter what they did in the past for retention, you can also see from the grade reports that they hit quota in the past too, and didn't this year. They were not number 1 and did not get all the girls they wanted on their 1st bid list, nor did they get the girls they preffed but didn't put on their 1st bid list. No matter how you try to spin it, not enough girls thought they were the best so they didn't make quota.
