Probably Pi Phi (academic ones at least) and Zeta. Pi Phi is almost tied with the second largest pledge class even though they have good retention rates and are a relatively strong chapter. That means many of the girls who went to pref with them decided to pref them as their #1, leading to many quota additions. IDK Zeta and Alpha Phi's numbers, but if they're high it means they took AXO/DDD's PNMs. Usually if a stronger chapter is under quota, they did much worse at pref than they are used to. If a stronger chapter is way over quota, then they had a lot of girls put them at #1 at pref and they have a lot of QA. Weaker chapters have a lot of girls higher than quota for obvious reasons
