The reason those two are under quota is because they had such historical return rates, they were able to cut a lot of girls at the beginning of the week. But because they cut so aggressively, they didn't have a large pool of girls go to pref with them. Which in the past would have been okay because they get the girls they want - but this year, the girls who went to pref at AXO/DDD decided to go elsewhere. And then AXO/DDD exhausted their bid list. I know this rush lots of girls were disappointed that they were cut by those sororities at the beginning of the week and were never given a chance.
