Panhellenic here certainly does set quota. They "recommend" a number of PNMs to each chapter to drop after each round which the chapters are "strongly encouraged" to adhere to. Gamma phi dropped almost twice what Panhellenic recommended last year after teas and almost got in huge trouble. It's a mind game panhel plays every year and it's got to stop
