IMO, chapters should be allowed to cut more PNMs until another new sorority can colonize. Leave it up to the chapters to decide whether they want to keep a 3.5 or a 3.0 or a 2.9 PNM. I was barely a 3.0 and my roommate was a 4.0 coming in as freshman. She made a 2.3 her first semester and I made a 3.2. She partied all the time. I was able to balance.
