Admin is considering making on-campus (dorms) housing required for sophomores as well (ie: sophomores will have to live in dorms)- this is feasible now that Cornell is building all those extra dorms on North Campus. Then, sophomores won't be allowed at all to live in Greek-houses... because they'll be required to live on West or in the new-dorms on North
