The university needs to approve any recolonization plan, and they've been happy to move the goalposts constantly. That makes it excruciating financially and emotionally, and the national would rather put its expansion money entering a big Southern state school where they can get 100 guys just by showing up, rather than fight their way back into Cornell. Cornell has only has two recolonizations after a generational absence in the last decade, Deke and Pike. Both houses have some fanatical alumni, and it still took them like 5 years. Chi Psi came back after two years, but arguably they never really dissolved. TKE managed to come back, then shot themselves in the foot, doing the same thing that got them kicked off the first time. SigNu, SAE, and Llenroc will probably manage it sooner or later given their strong alumni. But I don't think small nationals like AXP or TEP will ever come back. Can't speculate about SigEp, but it does seem like ATO and Theta Chi have given up, having sold off their houses.
